friend gets timout trying to join ANY server unless steam friend already in server

ok weird one this as titles says

 

i got a friend who can only join a server, if his steam friend is already in it

 

otherwise he just gets timeout, hes verified his files, all ok

 

he cant join ANY server, any ideas?
