Repair Animation Speed

Firstly, I apologize if this has been answered previously but I couldn't find any information anywhere.

 

I'm trying to figure out how to increase the animation speed of tools when repairing / upgrading blocks.

Attacks per minute seems to increase the attack animation speed only. Changing the "delay" value in the repair action section means you can repair / upgrade blocks faster but you stay with the default animation speed so you complete the action before the animation has finished. I'd like to sync the animation with the decreased repair delay. Does anyone know how I can do this?
