Mods on a server not needing to be downloaded

Im in the process of setting up a server with mods, some of the mods dont need downloaded by the individual wanting to play, they just work straight away without the files being on each person playings computer,  whereas some mods do need to be. 

 

Is there a way to have the server download all required mods to the individual saving them having to do it themselves?

 

if not is there a list of which mods dont need downloading so i can look at getting some of them on my server?

Modlets don't push Icons to the player - icons have to be on both server and player for them to work.
