Hectorb911
Upgraded archery and made a new level 2 primitive bow. The stats were less than my level 1 primitive bow made with no archery skill purchase. I made another, exact same stats for both level 2 bows, all stats less than the level 1. Is this WAI? Stats have a range and can be random. A well rolled quality 1 bow can have more damage then a quality 2.

You are comparing a "loaded" bow with an unloaded one. Unequip the level 1 (to remove the loaded arrows), and compare them side by side in your inventory. You will find the damage values the same. All Primitive weapons have the same damage (increased levels increase durability). All non-Primitive weapons have randomized stats.
Limdood
which makes one wonder, in the not-so-rare event that a quality 1 item is equal or superior to a quality 2 item in EVERY category, what, exactly, makes the stupid item a quality 2 item? I had a quality 3 rocket launcher that was better in 3 categories (including durability?!) and equal in all the others than a level 4 rocket launcher. What even makes it a level 4 item then? This fact that an item marked by the game as higher quality doesn't need to better in SOME way is, frankly, bulls***

That said, I do think they need to tweak randomized stats a little. It seems a bit too frequent that lower quality items have better stats than higher quality. RipClaw
The number of mod slots. That's what makes them better. However, this is not always relevant as some quality levels have the same number of mod slots. For example, a Q1 bow and a Q2 bow have both only one modslot. The biggest difference between Q1 and Q2 is the durability.

RipClaw
You will get a significant improvement if you switch from a primitive bow to a wooden bow. Wooden bows are relatively common in gun safes and shotgun Messiah crates.
RolandDT
You will get a significant improvement if you switch from a primitive bow to a wooden bow. Wooden bows are relatively common in gun safes and shotgun Messiah crates. Which is the difference between a Tier 1 item, and a Tier 2 item - not to be confused with Quality Levels. Quality affects stat ranges, and mod slots (Q1-Q2 = 1 mod slot, Q3-Q4 = 2 mod slots, Q5 = 3 mod slots, Q6 = 4 mod slots). It is possible for a lower Qlvl item to have higher stats than a higher Qlvl item, but the difference in Qlvl controls the chance of that happening (i.e. a Q5 item has a solid chance of being >= a Q6 item in stats, but a Q2 item has a low chance). A T2 item (i.e. Wooden Bow) will always have better stats, save for durability (controlled by Qlvl) than a T1 item (i.e. Primitive Bow) - i.e. a Q6 Primitive Bow (T1) will have higher durability than a Q1 Wooden Bow (T2). T2 vs T3 is a different beast, subject to complete randomized stats - only T1 is locked in place.
RipClaw
Which is the difference between a Tier 1 item, and a Tier 2 item - not to be confused with Quality Levels. Tier 2 weapons generally have better properties than tier 1 weapons. The damage is higher at the same quality level, the mod slots are the same. The wooden bow, for example, has also a much higher speed and thus a lower drop. The change from the primitive bow to the wooden bow is clearly noticeable.
