Alpha 16 style tool/weapon/item qualities

I have been looking around for a bit now, but can't quite find anything that adds it back. The slow but sure progression from the large amount of quality levels for each quality and the small improvements you can loot in the world was a lot more .... fulfilling. If anyone knows how, or if, this could be done, would like to make a mod for it or whatever or that someone has already made this a mod, would be thankful. Also making it so you gained the skill by doing the thing or atleast how later alpha 16 had it with the skills going by 25 then 50 would be cool.
