One problem with steamcmd is that if you specify an invalid beta version, like -beta 123, it will not tell you, but will instead download the most current version. So I tried this: app_update 294420 -beta a15.2 gives me A17.2 app_update 294420 -beta 15.2 gives me A17.2 app_update 294420 -beta a15 gives me A17.2 app_update 294420 -beta 15 gives me A17.2 So what is the magic version number that will give ma A15.2 dedicated server? Ahh, just use the app ID 294420 for the dedicated server instead of the client ID of 251570. I didn't mention that since the OP already knew the app ID for the dedi.
