Did you ever find a solution to this? I'm running into the same issue with being unable to save wiring in a base that I exported as a prefab. Is there really no way to share a base with wiring intact? -

I've noticed this too. Seems like it would be pretty simple for the game to keep track of POIs that have been used for a quest and not re-use them... -
