We are playing a multiplayer game on a dedicated server:
tried to do the crack-a-book headquarter - couldn't clear the area. I've seen this issue reported in another thread.
But we also have the problem, that our crack-a-book was a totally different building until we started the quest.
Then we tried the Shamway HQ which was a shotgun Messiah building until we started the quest.
We didn't bother doing the quest, because it is too discouraging if it doesn't work again.
Lots of POIs in the town change when we get closer, this was even in parts of a town we hadn't discovered before.
So unless there is like a hotfix for this problem, it looks like we'd have to start a new savegame?!
