Same problem as OP. Playing on pregen6k. After updating to the newest patch, the Wasteland trader is perma open and teleports me during business hours. Went in admin mode to turn in a completed quest and get another, and noticed that the trader now only offers buried supplied quests. I reset the quests but he still only offers buried supplies. It's t3 if it matters. Checked a couple days in a row to see if it would fix itself but no dice. Checked all the other traders and they were fine.
