I'm asking if there is somewhere that I can set the variables for dedicated servers to customize their random world generation.

is there a configuration file I missed that I can mimic the options the client has for A20 world generation or do I have modify rwgmixer still?

after disconnecting from my windows dedicated server my console is spammed with NullRef and unable to clear out I have to close from taskmanager. also note my belt doesn't disappear.
