Summary: Scrapping an axe that you had previously repaired in your toolbelt will cause the rock to go into the slot of the axe, despite having existing rocks in inventory/other toolbelt slots.

Bug Description:
Detailed steps to reproduce the bug:
1) Have a stone axe in your toolbelt
2) Have existing non-full stacks of stone in inventory and/or toolbelt
3) Use the stone axe on something
4) Repair stone axe
5) Scrap stone axe
Actual result: The resulting rock goes into the player's hand. This only seems to happen to repaired axes. If I make new ones and immediately scrap them, the rock goes to the proper slot
video:
Expected result: The rock should go into the existing stack of rocks either in the player's inventory or in an existing toolbelt slot with rocks
