Inconsistent UI feedback when attempting to repair vehicles without a repair kit

Summary: When attempting to repair vehicles without the proper item, there is no UI to indicate what they need to repair it (a repair kit) or message compared when they attempt to repair equipment/tool, only a sound is heard

Bug Description:

Detailed steps to reproduce the bug:
1) Have a damaged equipment or tool that requires a repair kit to fix (ex: compound bow)
2) Attempt to repair it
3) Observe an audio cue is heard, a repair kit icon with X next to it is shown on bottom right, and a message pops up saying you don't have the item to repair with

4) Place down a damaged vehicle and attempt to repair it either via radial menu -> repair or radial menu -> open -> repair

Actual result: Only an audio cue is heard
