Rally Point activation failure on A21.1 B15 public test server

Video Settings: Custom, cant think of relevant settings

Game mode: Client on Dedi

Did you wipe old saves? I dont know

Did you start a new game? I dont know

Did you validate your files? No

Are you using any mods? No

EAC on or off? on

Status: NEW

Bug Description: Rally Point fails to activate properly.

My speculation: I think server side it throws an exception in ResetWindowsAndLocks. 

I should add that POI is located close to chunk border intersection, so it might be located in multiple chunks and it is relevant somehow.

Detailed steps to reproduce the bug:

1) Activate the quest marker for T4 POI "The Zavislak Residence"

Actual result: Rally Point disappears, quest is stuck on "Activate Rally Point"

Expected result: Rally Point disappears, quest progresses to the next stage.
