I admin on a PvE Server. and I have just found out that if you learn Great Heist book #4 any base that has gone inactive you are not able to break anything. I had 2 other players playing on the server at the time, 1 with the book and 1 without come to the inactive base. The one with the book was unable to break anything, the one without was able to break the base. I do not know if there is a work around for this or an actual bug due to it being a PvE server and Claims having infinite health
